Invalid Issuer
The card number prefix (BIN/IIN) does not match any known issuing bank in the card network's routing tables. The network cannot route the authorization request.
Why does code 15 occur?
- Unsupported card network or BIN range
- Incorrect BIN/IIN digits entered
- Regional or domestic-only card used for an international transaction
- Card network not configured on merchant's acquirer
Can this transaction be retried?
No, code 15 is a hard decline and should not be retried. The underlying issue is permanent and the same card details will continue to be declined. Ask the customer for an alternative payment method.
What merchants should do
Verify the card number with the customer. This typically indicates an unsupported card network, a data entry error in the first 6-8 digits, or a regional card not accepted on your acquirer's network.
What cardholders should do
Check that you entered the correct card number. If the error persists, this card may not be accepted by this merchant. Try a different card.
