The card should be confiscated. This is a more severe version of code 04, typically issued when confirmed fraud has been detected or a court order mandates seizure.

Why does code 07 occur?

  • Confirmed fraud with evidence
  • Counterfeit card detected by chip or magnetic stripe analysis

  • Account flagged by law enforcement

Can this transaction be retried?

No, code 07 is a hard decline and should not be retried. The underlying issue is permanent and the same card details will continue to be declined. Ask the customer for an alternative payment method.

What merchants should do

Do not process the transaction. Retain the card if safely possible in a face-to-face scenario. Contact your payment processor and report the incident immediately.

What cardholders should do

Contact your bank immediately. This flag indicates a serious issue with your account that requires urgent attention.
