Why does code 65 occur?
- Too many transactions in a short time period (velocity limit)
- Daily transaction count limit set by issuer
- Rapid successive transactions triggering fraud velocity checks
- Automated payment retries exhausting the limit
Can this transaction be retried?
Yes, code 65 is a soft, retryable decline. You can retry the transaction after a delay of 24-48 hours. Card networks typically allow up to 15 retries (Visa) or 10 retries (Mastercard) per billing cycle for soft declines. Use exponential backoff to space out retries.
What merchants should do
Ask the customer to wait and try again later (limits typically reset daily), or use a different payment method. If you see this frequently, consider batching smaller transactions.

You've hit your transaction count limit for this period. Wait until the limit resets (usually the next day) and try again, or use a different card.
