Suspected Fraud
The issuing bank's fraud detection system has flagged this transaction as potentially fraudulent and declined it as a precautionary measure.
Why does code 59 occur?
- Unusual purchase pattern compared to cardholder's history
- Transaction from a geographic location far from cardholder's home
- Multiple rapid transactions in a short time
- Purchase at a merchant category associated with high fraud rates
Can this transaction be retried?
Code 59 is a soft decline, but it is not automatically retryable. The cardholder typically needs to take action (such as contacting their bank) before the transaction can succeed. Do not retry automatically — wait for the cardholder to resolve the underlying issue.
What merchants should do
Ask the customer to contact their bank to clear the fraud alert. Do not retry automatically — the issuer's fraud system will continue to block it. Consider implementing 3D Secure to shift liability and improve approval rates.
What cardholders should do
Contact your bank to verify your identity and confirm this transaction is legitimate. Once you clear the fraud alert, you can retry the purchase.
